Changes To Rules For Fall Walt Zinko Playing League Games

No DELIBERATE HEADING in any game for ages U14 and younger

  • Restart is Indirect Free Kick to the opponent
  • Only deliberate head to ball contact is penalized
  • Accidental contact between head and ball is NOT penalized
  • An unsuccessful attempt to head is NOT penalized.  But warn the player when the opportunity arises.
  • Illegal heading is not a foul and shall NOT be considered for Persistent Infringement.
  • At team check ins REMIND the players and the coaches.
 

Small Sided Soccer for ages U8-12 & U19

  • U19 games will be 7v7 on U12 fields
    • Minimum 5 players
    • 45 min halves, 10 min halftime break
    • Goalkeeper NO PUNTING or drop kicks.  Restart is IDFK by opponent.
    • Single referee
    • No offside rules will be used
  • U12 games will be 9v9
    • Minumum 6 players
    • 30 min halves, 5 min halftime
  • U10 games will play 7v7
    • Minimum 5 players
    • 25 min halves
    • Goalkeeper NO PUNTING or drop kicks.  Restart is IDFK by opponent.
    • Build Out Line Rules
      • Line should be a contrasting color from the other lines and will be located roughly halfway between the penalty areas and the midfield line
      • When a team has a Goal Kick or if a goalkeeper has the ball in his posession
      • Opposing players must retreat to beyond the build out line
      • Opposing players may not pass the build out line until the ball is in play. 
        • Goalkeeper releases the ball to play, or
        • On goal kick the ball exits the penalty area
      • The goalkeeper may release the ball and the goal kick may be taken before the opponents fully retreat if they choose.
        • If so, those opponents who are nearby may play the ball once it is in play
      • Consideration for offside position does not start at the midfield line, but instead begins at the attacking half's Build Out Line.
  • U8 will play 4v4 without a goalkeeper
    • Each league will decide if they want referees

Pregame Check-in

Please check teams before every game using the CCSL Game Record, making sure that it is complete including The Name, Jersey Number and Cal North ID Number for all players participating. The Home team will provide you with three copies of the game card.

Ensure that you have a valid pass for all players and all adults in the technical area. All players must have a Current Player Pass to participate in the game.  All Coaches must have a Current Coaching Pass to be in the Technical Area

At the end of the match, enter scores and card information on all three copies of the game record and have the coaches sign all copies. Keep one copy and return a copy to each team.

CCSL Referee 24 hour Send-Off Reports

Referee 24 hr. Send-Off Reports are filled out online using information from the CCSL Game card. The Center Referee must retain a copy of the Game Card, but does not take the player pass of a player sent off or a coach that is dismissed.

Referee Send-Off Procedures

Please enter your Send-Off Report online as soon as possible and within 24 HOURS of the match. You should also inform your referee assignor about the send-off ASAP.

  1. If there is a sendoff in the match, note on the game card the time, offense and player information.
  2. After the game get the whole referee crew together to discuss the incident(s).  Get the details correct.
  3. Enter game scores and get coaches and Referee crew signatures on all game records.  Keep one signed game card.  Be sure to add referee crew email addresses to your match card
  4. Check the sent-off player or adult information on the game card against the passes.  Return all passes to the team when you have confirmed the game card is correct. DO NOT KEEP THE PASS OF THE SENT OFF PERSON
  5. Go online to https://www.gotsport.com/forms/open/form.asp?FormID=681.
  6. You must submit a separate report for each individual that was sent off.
  7. Enter Your Name and Email Address for the Contact Name and Contact Email. An email with a link to the completed report will be sent to the address entered as the Contact Email.
  8. Enter the Game details. All Game information is available on the CCSL Game Card.
  9. Enter the Details for the Individual who was sent off and the Send-Off Details.
  10. Your Explanation of the Send-off is very important. Please provide as much detail as possible.
  11. Enter your name and contact information along with the Names and contact information for your ARs.
  12. Click Continue at the bottom of the page, then Click Finish and Submit Form.

CCSL GAME INCIDENT REPORT FORM

Game Incident reports should be submitted for any game that was:

  1. Cancelled without adequate Notice
  2. Abandoned or Terminated Early.
  3. Not played because a team did not show up with enough properly credentialed players
  4. Not played because no properly credentialed adult was present

Or

  1. A Referee was threatened or Assaulted by a Player, Team Official or Spectator.
  2. There was a mass confrontation by a team or a team’s spectators
  3. There was a serious Injury requiring medical attention or transport
